Course Description:
This course is 50 hours in length. Students will receive instruction in the proper techniques for the use, function capabilities and deployment of a scoped precision bolt action rifle. Upon completion, participants will be able to: Pass a written test with 80% or better, Pass qualification with 90% or better, Properly clean & maintain a scoped, precision bolt action rifle, Acquire ballistic data for 100, 200 & 300 yards, Utilize field craft techniques required to deploy in a variety of conditions and environments.
 
Mandatory equipment for each student to bring to class:

Bolt Action or Semi-Auto Rifle - minimum .308 caliber. Rifle will have a trigger pull of no less than 3lbs. Rifle will be capable of firing a 4-shot group measuring 1" or less at 100 yds.
A scope with finger adjustable turrets for windage and elevation. Scope must have sufficient elevation "come-up" to engage 300 yard targets, (600 yards preferred).
A bipod that is adjustable for height. (Capable of swiveling side to side for uneven ground is recommended).
500 Rounds of Match Grade ammunition. (Reloads are not recommended).
Pad or Ground Cover to insulate the shooter from the ground.
Rear Bag or Rest for supporting rifle.
Hearing and Eye Protection.
Binoculars.
Cleaning supplies to include single piece cleaning rod.
Camouflage clothing, face paint and material for field craft exercises.
Appropriate clothing for outdoor tactical training.
Means of hydration.
Backpack or rucksack for field craft exercises.
Flashlight.
Material to record notes and DATA in the field.


100% attendance is required. The student will be required to pass a written test with a minimum score of 80%, and a shooting qualification course with a minimum score of 90%. Certificates of completion will be awarded to those attendees who successfully complete the course in its entirety.

Description:
Participants will first receive an overview of emergency response to a weapon of mass destruction (WMD) event and be instructed in how to obtain and integrate WMD incident related intelligence into a tactical operations plan. Building upon this foundation, participants will be provided information allowing them to demonstrate the mission planning process; as the course progresses, they will use this knowledge to develop tactical warning orders, operations orders, and supplemental orders necessary to ensure a successful WMD incident response. A central component of this course is the practical exercises which weave through several of the instructional modules. This class is presented by the National Center for Biomedical Research and Training – Academy of Counter Terrorist Education at Louisiana State University.

Description:
The goal of the Weapons of Mass Destruction Advanced Tactical Operations course is to provide tactical commanders, tactical operators, and support personnel the knowledge, skills, and abilities to command, plan, equip, train, and exercise tactical teams for implementing safe and effective response to CBRNE incidents. The course addresses technical aspects of planning and implementing a tactical law enforcement response to a WMD incident. As such, it provides detailed technical information through presentations and comprehensive practical exercises designed to cause tactical teams to plan for and implement effective and safe tactical operations in CBRNE environments. This class is presented by the National Center for Biomedical Research and Training – Academy of Counter Terrorist Education at Louisiana State University.

The Municipal Integrated Emergency Response Team (MIERT), in conjunction with the Federal Bureau of Investigation (FBI), will be hosting a three day Crisis Negotiation Seminar in Delta, B.C. Canada on October 1, 2, and 3, 2008. The venue is approximately 25 minutes drive from both the Vancouver International Airport and the USA/Canadian border at Blaine WA.

Crisis Negotiators, Tactical unit members, Incident Command and communications staff tasked with resolving critical incidents are the intended audience with possible benefits to other law enforcement personnel.

The seminar is presently open to 60 attendees and will be instructed by two senior members of the FBI Negotiations Unit.

Close-Quarter Carbine (CQC) addresses the use of the police patrol rifle within short ranges. This class replicates the use of the carbine inside houses, mobile homes, schools, etc.; in short, anywhere where a handgun is normally used.

The class covers equipment, fighting stances, slings, dynamic movement, shooting from unusual positions, aggressing to the opponent, and combat accuracy. We will cover transitions to handguns, malfunction clearances, the use of lights, speed reloads, and striking with the rifle. Special attention will be given to muzzle position relative to an opponent at close range, and to active counter-measures during weapon retention.

THIS IS NOT A BASIC RIFLE CLASS! Students should have previously satisfactorily
completed a patrol rifle operator class. A short proficiency assessment will be conducted on day one, and unprepared operators will be sent home.

Instructor:
The class is taught by Jeff Hall, a CJTC master instructor. Hall is a retired Alaska State Trooper LT, former paratrooper, and martial arts Grandmaster.

Requirements:
A serviceable carbine in an intermediate caliber (.223, 7.62x39, etc.), normal range equipment, and a duty handgun and duty belt. 1,000 rounds of carbine ammunition are recommended along with 100 rounds of pistol ammunition. Each student should bring a minimum of three rifle magazines and a magazine pouch worn on the belt, support side.

The Tactical Team Leader course is designed to teach you everything you need to know to effectively lead officers on high-risk missions. We cover everything from setting standards, selection and training of personnel, to combat leadership and mindset.

The class will teach you how to plan, coordinate, and lead on a variety of missions. We will conclude with practical exercises on covert clears to hostage rescue. Students will be placed in leadership positions to plan and lead other officers. This class is appropriate for any officer or supervisor who is in a position to lead officers during high-risk operations.

The Managing Civil Actions in Threat Incidents (MCATI) Protester Devices course is a free 24-hour training course that provides the responder with the ability to identify the purpose of protester devices; identify the various types of locking protester devices used in civil actions; discuss legal issues as they relate to the use of and the extrication of individuals from protester devices; outline the responsibilities of extrication team members; compare the roles and responsibilities of the extrication team with other law enforcement assets; demonstrate the safe operation of tools used to extricate an individual from protester devices; and demonstrate methods of extricating an individual from protester devices. At the conclusion of the course, the responder will demonstrate knowledge to manage civil actions in threat incidents relating to protester devices.
