2010 CONFERENCE

Tactical Debriefing: (4 hours)
US State Department provides a detailed account of the November 26, 2008, Mumbai active shooter attack. This debriefing will give law enforcement officers great insight into contemporary terror tactics being used around the world.


NTOA Patrol Response to Active Shooter Instructor Certification: (3 days)
Innovative tactics and tried-and-true techniques are the hallmark of this course which is designed for individuals assigned the responsibility to teach police and SWAT personnel in immediate deployment/rapid intervention techniques. This is a train-the-trainer course. Topics to be covered include an historical overview of active shooter situations including school shootings, immediate deployment/rapid intervention tactics, barricade-hostage rescue concepts and instructional techniques. Training weapons will be used in field training exercises.


Hostage Rescue Update:  (2 days)

WSTOA Cadre will push SWAT officers’ ability to rapidly respond to Hostage Rescue operations.  After a short review of the fundamentals of Hostage Rescue, students will be placed into teams and perform several hostage rescue scenarios mirroring incidents around the country.  The primary purpose of this course is to provide a vehicle for personal assessment and reflection on SWAT officers’ ability to function in a hostage rescue environment.


Tactical Carbine Update: (1 day)

This course is designed to refresh the skills of SWAT and Patrol officers using a carbine.  The one day carbine update is an action filled day of shooting aimed at opening the eyes of patrol and SWAT officers to their capabilities and potential to operate their rifle.  Students will need their duty gear, protective equipment for live fire training, 500 rounds of rifle and 200 rounds of pistol.

MSG Tom Heckens from Next Level Training is an experienced Special Operations Soldier and currently the course manager for one of the premier Special Operations schools at Ft. Lewis.  He has years of experience coaching soldiers to exceed their expectations with their rifle. 


Contemporary Issues for SWAT Teams: (4 hours)

Significant controversies have hit our profession regarding the NTOA’s publishing of the National SWAT Standards for Law Enforcement Agencies as well as many other of their recent publishing’s. This guided discussion will cover WSTOA’s work with the NTOA regarding the National Standards and an opportunity to clarify what was published regarding Dynamic Entry tactics versus what the NTOA Leadership meant to communicate. There are several other initiatives WSTOA is working with the California and Texas associations as well as the NTOA.


Tactical Fitness: (4 hours)

This course is a guided discussion on the changes contemporary research has shown in developing all ten measures of fitness and the Crossfit exercise system.  This 4 hour block defines Crossfit and discusses its applicability to Law Enforcement Officers.  The class will also discuss the development of an athlete, the foundations of nutrition and nutrition’s role in development, as well as the importance of fitness as a paid professional athlete. (SWAT Operator) The course ends with a short block demonstrating fundamentals of functional movements.

The Tactical Fitness instructors are Eric and Kari Gordon, owners of Maple Valley Crossfit.  Eric is an experienced Special Operations Combat Veteran and SWAT Operator assigned to Valley Regional SWAT. maplevalleycrossfit.com

 

Tactical Rescue and Trauma care: (4 hours)
This four hour course prepares first responders to rescue downed officers or civilians and provide life saving trauma care. Working in two, four and six person elements, you will solve multiple types of problems. Focus is on a cellular response, less talk and more hands on skills. We use Active Shooter Tactics in this training. This course would be a great addition to any Active Shooter or Tactics Course. Major subjects covered are;

  • Safety  
  • Equipment
  • Emergency Planning
  • Down Officer Rescue - Drags, Carriers, Throw Bag Recovery and Team Recovery
  • Trauma Skills - Assessments, Bleeding Control, Airway Management and Shock Management

Jerry Rule has served in Emergency Services for over 16 years.  Jerry currently owns Emergency Training Consultants USA, where he consults, trains and evaluates programs for law enforcement, government and security agencies as well as teaching for various public entities.  During his career he has served as a TEMS medical element team leaders for Metro SWAT, Fire Captain/Training Officer for Puyallup Fire Department and a sundry of other rescue related leadership positions.  Full descriptions of his services and training courses can be found on his website: emergencytrainingconsultants-use.com


Tactical Pistol Update: (1 day):

This day long update is designed to refresh on basic defensive shooting techniques and marksmanship fundamentals. Emphasis will be placed on safety, accuracy, drawing, firing and reloading under varying time constraints and shooting positions.
Detective Reed Lancaster has over 12 years experience as a law enforcement firearms instructor and more than five years as a SWAT firearms instructor.  He has conducted numerous training events for many tactical teams in our region and Ft. Lewis.  Additionally, he has trained with some of the world’s most renowned firearms instructors.


Use of Force Update:  (1 day)

Commander Kyle Sumpter’s Use of Force update is a catalyst for reflection aimed at Patrol and SWAT officers, trainers, and administrators.  This class is highly researched and uses clear case documentation and case studies to focus on what is really occurring in the courts regarding use of force incidents.


Tactical Vision:  (1 day)

Tactical Vision is an 8-hour class that will actually show police officers how to become Trained Observers.” The learning objectives of this class are; make officers aware of Perceptual Blindness, teach the mechanics of vision, teach the officers to recognize the limits of their vision, and how to integrate new visual skills into their daily activities to sharpen their observation skills.
 Derrick Bartlett is a twenty-eight year veteran of law enforcement.  As a member of the Fort Lauderdale Police department, he served as a SWAT sniper for sixteen years, and was responsible for team training.  Over twenty years in special operations have provided him with unique opportunities to work and train with a number of elite tactical units and renowned instructors.  Derrick is a state-certified instructor in firearms and SWAT related fields.  As the Director of Snipercraft he has provided instructions for snipers and supervisors of hundreds of police agencies throughout the United States.  He is the author of two books and numerous articles.  Derrick is the President the American Sniper Association and serves on the boards of several tactical organizations.
